Furnace, Wood Stove and Heat Pump Requests for Chatsworth Homes

Chatsworth is a former village that amalgamated with the Townships of Holland and Sullivan on January 1, 2000 to form the Township of Chatsworth, a lower-tier municipality in Grey County, so its building permits come from the Township's Building Department. The village has its own drinking water system, established in 1984 and operated by the Ontario Clean Water Agency, which serves about 635 people through 253 connections and is one of the Township's two municipal systems, the other serving the Hamlet of Walters Falls.

Municipality

Village water system
The Chatsworth Drinking Water System, established in 1984 and owned by the Township, serves a population of about 635 through 253 service connections. It draws from two municipally owned wells about 130 metres from the Spey River, uses UV and chlorine disinfection, and is operated by the Ontario Clean Water Agency.

Wellhead protection
The Township has two municipal drinking water systems, for the Village of Chatsworth and the Hamlet of Walters Falls, and falls within the Saugeen, Grey Sauble, Northern Bruce Peninsula source protection plan, in effect since July 2016. It says people carrying out activities such as home heating, oil storage or septic systems in the most vulnerable wellhead protection areas, the zones around municipal wells, must take measures to protect drinking water.

Building permits and inspections
Issued by the Township of Chatsworth Building Department, with applications made and tracked online through Cloudpermit, which can also be used to request inspections. The Township's list of work that needs a permit includes installing a wood stove and new or altered plumbing, does not name furnaces, air conditioners, heat pumps or ductwork, and is described as not complete. Once a permit is issued, the permit holder is responsible for requesting the inspections it lists.

Electricity
Hydro One's Ontario Energy Board distribution licence lists the Township of Chatsworth, formerly the Village of Chatsworth and the Townships of Holland and Sullivan as at December 31, 1999, among the municipalities in its service area, not among the municipalities it shares with another distributor.

Natural gas
In a November 2021 filing with the Ontario Energy Board, Enbridge Gas said it holds franchise agreements and certificates of public convenience and necessity allowing it to provide gas service to approximately 752 customers within the Township of Chatsworth.

What to Check for a Chatsworth Property

01

Ask the Building Department first, especially for a wood stove

The Township's list of work that needs a building permit names installing a wood stove. Its Fees and Charges By-law 2026-22 lists a $228.00 fee for a solid fuel fireplace or heating plant and a $325.00 minimum permit fee, so confirm the total with the Township. Furnaces, air conditioners and heat pumps do not appear, and the Township calls the list incomplete, so the provider should raise the job with the Building Department and settle who files the Cloudpermit application. Once a permit is issued, the permit holder must request each listed inspection, and the by-law sets an administrative fee for building without a permit of half the permit value or $600.00, whichever is greater. Electrical work is separate: ESA treats an electrical permit as different from a building permit, and a job may need both.

02

Village wells, wellhead protection and fuel-fired heat

Homes on the village system draw water from two Township wells near the Spey River. The Township says that under the source protection plan, people carrying out activities such as home heating, oil storage or septic systems in the most vulnerable wellhead protection areas around municipal wells must take measures to protect drinking water. If an oil tank is to be installed, moved or removed in the village, ask the Township whether the property lies in a wellhead protection area before the work is agreed. Outside the Chatsworth and Walters Falls systems, the Township office is a drop-off point for free private well water testing. Under Ontario law, TSSA says, furnaces and fuel-fired appliances must be maintained by contractors registered with TSSA, which must hire certified technicians, so ask for proof of both before booking tank or furnace work.

03

Hydro One's licence, the 1993 village gas franchise and hookup timing

Hydro One's licence lists the Township of Chatsworth, the former village included, in its service area and not among municipalities shared with another distributor. On the gas side, Union Gas told the Ontario Energy Board in 2008 that its franchise agreement with the former Village of Chatsworth took effect in 1993, and Enbridge Gas reported about 752 customers in the Township in 2021. Timing matters when a home with gas on the street switches over: Enbridge gives applications received from September 2 to March 31 an extended construction time, and the heating contractor applies for the new service on the owner's behalf. Home Renovation Savings heat pump rebates, which need pre-approval, are listed for Enbridge Gas customers heating mainly with natural gas and for grid-connected homes heated by oil, propane, wood or electricity.

Before You Submit

Details to Include in the Request

  • The street address and postal code, and whether the home is on the Chatsworth village water system, the Walters Falls system or a private well.
  • The fuel the home burns now, natural gas, oil, propane or wood, the furnace, boiler, heat pump or stove that uses it, and the work you want done, noting any wood stove, since the Township lists one as needing a permit.
  • For an oil-heated home, where the tank is, whether it is being installed, moved or removed, and whether the Township has said the property is in a wellhead protection area.
  • If you want to switch to natural gas, whether gas already runs on your street, and whether the application would fall between September 2 and March 31, when Enbridge allows an extended construction time.
  • If a Township of Chatsworth building permit has been issued, its number and who will request the listed inspections through Cloudpermit, and whether a Home Renovation Savings pre-approval is in place.
