Heating and Cooling Requests for Sauble Beach Cottages and Homes

Sauble Beach is a Lake Huron community in the Town of South Bruce Peninsula, a Bruce County municipality formed in 1999. The Town's Official Plan lists it as both a primary settlement area and a resort area, with a mixture of seasonal tourist and permanent residential uses, names the former Town of Wiarton as the only serviced settlement area in the Town, and says major new development in Sauble Beach will not occur until full municipal services are provided. A federal environmental assessment decided in 2008 covered a proposal to combine seven Sauble Beach water systems into the newly named Amabel-Sauble water system, a drinking water system the Town owns today.

Municipality
On January 1, 1999, the Townships of Albemarle and Amabel, the Town of Wiarton and the Village of Hepworth amalgamated into what is now the Town of South Bruce Peninsula, a lower-tier municipality in Bruce County, under a Minister's order approved on January 30, 1998.

Settlement area
The Town's Official Plan lists Sauble Beach both as a primary settlement area, as the County of Bruce Official Plan describes it, and as a resort area, and says its overall character remains a mixture of seasonal tourist and permanent residential uses. It calls the former Town of Wiarton the only serviced settlement area in the Town, and says major new development within Sauble Beach will not occur until full municipal services are provided.

Federal assessment of the Amabel-Sauble water project
A federal comprehensive study, Canadian Environmental Assessment Registry 04-03-8130, assessed a proposed project to upgrade and combine seven water systems in Sauble Beach into the newly named Amabel-Sauble water system. As posted, its major works were a new well and a treatment building with iron removal and ultraviolet disinfection at the Amabel Community School site, decommissioning of the seven existing wells and pumphouses, and 6.7 km of transmission water main to connect the seven distribution systems. The final decision was taken on September 4, 2008.

Amabel-Sauble water system today
The 2025 annual report describes the Amabel-Sauble Drinking Water System as a large municipal residential system serving about 730 people, owned by the Town and operated by the Ontario Clean Water Agency. It is supplied by three deep drilled wells, treats the water with sodium hypochlorite, filtration for iron and manganese removal and ultraviolet disinfection, and has about 15.6 km of distribution watermains.

What to Check for a Sauble Beach Property

01

Fuel burning appliances, the HVAC rough-in inspection and ESA

Because the Town lists installation of fuel burning appliances among its examples of work needing a building permit, have the provider ask the Building Division, before a furnace, boiler, fireplace or stove that burns fuel is installed in Sauble Beach, whether a permit is needed and who will apply through Cloudpermit. On a permitted job, the inspections are listed on the permit and can include an HVAC rough-in. They are booked through Cloudpermit or with the Building Division at least two days ahead, and the Town makes it your responsibility to ensure that you or your contractor books each one, or work may have to be uncovered. The Electrical Safety Authority inspects electrical installation, repair and replacement work, such as a new heat pump circuit, and is booked directly.

02

Seasonal homes on Amabel-Sauble water, a private well or septic

The Official Plan describes Sauble Beach as a mixture of seasonal tourist and permanent residential uses, so plan a seasonal home's heating around its water service. Every property on municipal water, such as the Amabel-Sauble system, needs a Town-approved meter, and the owner must keep enough heat where the water service enters the building to prevent freezing; freeze damage to the meter is at the owner's expense. Only Town-authorized personnel may open or close a curb stop, on at least two working days' notice and for a fee, so book any shut off before the heat goes down. The Town lists one sanitary sewer system, in Wiarton, so check whether the lot has a private sewage system, since new, repaired or replaced sewage systems need a permit. The Town notes that wells are regulated by the Ministry of Environment.

03

Asking Enbridge whether gas reaches a Sauble Beach street

The Town says Hydro One supplies electricity to everyone in South Bruce Peninsula and Enbridge Gas, formerly Union Gas, supplies natural gas, but tells owners to contact Enbridge to ask whether service is available to their area. Enbridge runs two paths. An owner unsure whether gas is on the street, or sure it is not, fills in an inquiry form, and any estimate covers only bringing gas to the street. Where gas is on the street, Enbridge takes the service application from your heating contractor, recommends quotes from TSSA-registered heating contractors, and advises leaving the old heating connected until its inspector activates the service. For a heat pump, the Home Renovation Savings Program needs pre-approval and lists Enbridge customers heating with a gas furnace or boiler and grid-connected homes that burn oil, propane or wood or heat with electricity.

Before You Submit

Details to Include in the Request

  • The street address and postal code, whether the home is used year round or seasonally, and whether it is kept heated or closed up over the winter.
  • Whether the property is on municipal water, such as the Amabel-Sauble system, or a private well, whether it has a septic system, and where the water service and meter enter the building.
  • How the cottage or home is heated now, for example electric baseboards, a propane or oil furnace, a boiler, a heat pump, or a wood stove or fireplace, and what you want changed or fixed.
  • If you want natural gas, what Enbridge said when you asked whether service is available to your area, and whether an inquiry form or service application has been started.
  • If a Town of South Bruce Peninsula building permit has been issued, its number and the inspections it lists, and whether a Home Renovation Savings pre-approval has been granted.

Confirm before work is agreed

Sauble Beach is listed in the configured service area, which is not confirmed coverage. Your request is shared with a service provider for review. Before work is agreed, confirm with the provider that they cover the property, when the work can be done, and that they hold the qualifications the work requires. A request does not book a visit or an emergency response.
